It was in Zurich in June 1979 at a UNIDO development bank conference that AADFI, ADFIAP and ALIDE, jointly with KfW of Germany signed an agreement to establish the World Federation of Development Financing Institutions (WFDFI). Its first governors were Willi F. L. Engel of KfW, Frankfurt; René Amichia of AADFI, Ivory Coast; Tomás Pastoriza of ALIDE, Dominican Republic; and Vicente R. Jayme of ADFIAP, Philippines. By the end of 1979, the WFDFI opened its secretariat at the Instituto de Crédito Oficial (ICO) in Madrid, then headed by Rafael Bermejo Blanco.

José Elías Gallegos became its first secretary general. Since then there have been eleven other secretaries general as shown below. The headquarters of WFDFI was in Madrid from 1979 until 1994, when a decision was taken to give WFDFI a rotating Secretariat by having the secretariat assumed by each regional association for a three-year period. The Secretariat has been with ADFIAP in Manila from 1995 to 1998 for three years and it then moved to ADFIMI in Istanbul in 1999 to 2002, with Orhan Sagci from Turkey serving as Secretary General. In May, 2002, Rommel Acevedo, Secretary General of ALIDE became the Secretary General of WFDFI until 2009. Octavio B. Peralta of ADFIAP was elected as the Secretary General of WFDFI in Istanbul in 2009 for a period of three years commencing 1 January 2010 to 2013 and Mr. Nuri Birtek, Secretary General of ADFIMI was elected at the BOG meeting in Tokyo on October 11, 2012. He served for three years from January 2013-2016.

In its Board of Governors (BoG) meeting held at the ALIDE Headquarters in Lima, Peru on October 7, 2015, the World Federation of Development Finance Institutions (WFDFI) has designated ADFIAP as its Secretariat starting in January 2016. It is the second time since 2010 that ADFIAP has been appointed as WFDFI Secretariat. Consequently, ADFIAP Secretary General, Octavio B. Peralta, has been named as WFDFI Secretary General also for the second time in five years.

In a March 1975 meeting in Abidjan the decision was taken by the African Development Bank (AfDB) to create AADFI, the African Association of Development Finance Institutions, by designating George Aithnard of Togo, one of AfDB’s senior officials as secretary general of AADFI and providing him with office space and a small staff in the building of the African Development Bank. It was in May 1975 in Dakar that its first General Assembly was held. The first president was August Daubrey of the Ivory Coast. Since then, AADFI has had seven secretaries general as shown at the end of the text, with Magatte Wade from Senegal holding this position currently in 2000.

Association of Development Financing Institutions in Asia and the Pacific (ADFIAP)

ADFIAP, the Association of Development Financing Institutions in Asia and the Pacific, is the focal point of all development banks and other financial institutions engaged in the financing of sustainable development in the Asia-Pacific region. Founded in 1976, ADFIAP has presently 117 member-institutions in 42 countries and territories. The Asian Development Bank (ADB) is a Special Member of the Association. ADFIAP is also a founding member of the 328-member, 154 country, World Federation of Development Financing Institutions (WFDFI) composed of similar regional associations in Africa, Latin America, and the Middle East. ADFIAP is a non-governmental organization in consultative status with the United Nation’s Economic and Social Council. ADFIAP is the 2008 Overall Winner (Developing Country category) of the Associations Make a Better World Award of the American Society of Association Executives and the Center for Association Leadership. ADFIAP is a non-stock, not-for-profit international organization with headquarters in Manila, Philippines.

Association of National Development Finance Institutions (DFIs) in Member Countries of the Islamic Development Bank (IDB) is a regional association of DFIs established as an autonomous independent international organization. At the 11th IDB Board of Governors Meeting, (Amman, March 1986), provisional constituent assembly of NDFIs representatives elected to establish ADFIMI. It started its operation in September 1987 at its headquarters is in Istanbul, Turkey, on being given the status of an International Organization by the Turkish Government.

Latin American Association of Development Financing Institutions (ALIDE)

ALIDE is the international organization representing the development banking system of Latin America and the Caribbean. Established in 1968, it has its permanent headquarters in Lima, Peru. Its aim is to promote the cohesion, strengthening and participation of development banks and DFI’s in economic, financial and social fields in the region. It has a varied membership made up of institutions which operate in the financing for development area, composed by Active, Associate and Collaborating Members. ALIDE has 80 members from 31 countries (regional and non regional) and international financial organizations and multilateral development banks. ALIDE is also a founding member of the World Federation of Development Financing Institutions”. ALIDE is now ISO 9001:2008 Certified.
